Terry, I too think that personal responsibility is necessary for our society to function well. However, all of these people in prison had either made a bad decision or they were suffering from a mental disorder. We have to consider a relapse to be a mental disorder also, because drugs change the human brain of addicts so that they require drugs to feel normal again. Instead of incarcerating people who have committed crimes against themselves, it would be more effective to treat them. Don't you think something is odd about people who know that drugs are killing them, but continue to use anyhow in spite of the catastrophic consequences? I want to offer these people everything they need in order that they may return to society as productive human beings. Prison is not the answer or would you have a diabetic imprisoned who knowingly got off his diet causing his blood sugar to go sky high?

1 in 9 black men are in prison because they are criminals, period. If you don't like the war on drugs - fine, but the people who get pop'd by it know what they are doing.
